Le traitement des Roms en Europe est au centre de cet ouvrage collectif, qui présente les résultats du projet « Migration et Asile en Europe et relations UE-Canada », et sert également de point d’entrée pour une réflexion plus profonde sur la citoyenneté européenne, le traitement des minorités, les relations internationales et le cadrage de l’immigration. Cet ouvrage s’attarde en particulier sur une étude de cas révélatrice : en 2009, le Canada a réinstauré un visa pour les ressortissants de la République tchèque – malgré son statut de membre de l’Union européenne – brisant ainsi le principe de réciprocité au cœur de la politique européenne commune en matière de visas. Un cas qui a suscité des crispations politiques et diplomatiques puisque pour la première fois, un pays-tiers, dont les nationaux profitent de l’exemption de visa au niveau européen, réintroduisait une telle exigence envers un Etat-membre. Les autorités canadiennes ont justifié leur mesure en raison d’un afflux trop important de demandeurs d’asile Roms tchèques qui cherchaient refuge au Canada à cause de leur persécution en Europe. Il est à noter que, depuis le protocole Aznar (1999), le système européen exclut la possibilité pour les citoyens de l’Union de demander l’asile dans un autre Etat-membre, avec en filigrane l’affirmation que les droits fondamentaux y sont toujours respectés et protégés.
