Abstract

fetched live from OpenAlex

The publisher of the International Journal of Public Leadership wishes to retract the article Kyambade, M. and Namatovu, A. (2025), “Transforming the public service via digital leadership in Uganda”, International Journal of Public Leadership, Vol. 21 No. 1, pp. 37-53. https://doi.org/10.1108/IJPL-07-2024-0080. It has come to our attention that a large portion of this article is taken, without full and proper attribution, from an earlier work by Kirtay, Amy Fatma Amelia. (2021). Leadership in the Digital Era: Modernizing and Transforming the Public Service. Education & Research Archive: University of Alberta. https://era.library.ualberta.ca/items/95cfdba5-f6f2-4187-b13a-0d5c9dea5484. The submission guidelines for the International Journal of Public Leadership make it clear that articles must be original and not infringe any existing copyright. The publisher of the journal sincerely apologizes to the readers.

Not calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
