Yves Gingras, professeur à l’Université du Québec à Montréal (UQAM), a consacré une bonne part de ses travaux à la bibliométrie. En 1997, il a participé à la création de l’Observatoire des sciences et des technologies (OST) et il occupe depuis 2005 la Chaire de recherche du Canada en histoire et sociologie des sciences. Titulaire d’une maîtrise en physique et d’un doctorat en histoire et sociopolitique des sciences, il est passé par Harvard, le Massachussetts Institute of Technology (MIT), ou encore l’École des Hautes Études en sciences sociales (EHESS). C’est dire si Yves Gingras connaît bien les différents aspects de la recherche à la fois en sciences « exactes » et en sciences sociales, aussi bien en Amérique du Nord qu’en Europe. C’est à ce titre, qu’Yves Gingras est intervenu dans le débat sur l’évaluation des universités et des chercheurs. Il a en effet mené avec ses collaborateurs des recherches bibliométriques minutieuses, étayant des thèses d’autant plus convaincantes qu’elles sont soutenues par des données rigoureusement établies. Dans une première partie de cet article, nous présentons une synthèse de ses positions concernant la question de l’évaluation. Dans la deuxième partie, nous analysons plus spécifiquement la question des usages de la bibliométrie appliquée notamment aux sciences sociales et humaines.
