Abstract
With the advent of open governance, aiming to redefine power relations between publicinstitutions and their users by using information technologies, universities shoulddemonstrate greater openness towards their communities. This openness has variousimplications at the operational, political, and technological levels. At the operational level,openness translates IT use to improve service quality and disseminate online recordedinformation about universities’ activities. Politically speaking, openness encouragestransparency and collegiality practices. At the technological level, it is about disclosing datain an open technological form for reuse. The availability of the right recorded information atthe right time and for the right actor is therefore necessary. This can only be achieved byimplementing strategies that allow universities to optimize the management of their recordedinformation in an open perspective. This translates the open archival approach, whichinvolves three categories of actors, namely officers (professors and directors), experts(archivists, communicators, IT specialists, data analysts, and librarians) and users (students,administrative staff, journalists, partners, etc.). These actors have various expectationstowards information, which means that their actions are to be regulated by governancemechanisms giving each of them legitimacy in this context of openness.This interdisciplinary and exploratory-descriptive study aims to model recorded informationmanagement from an open perspective, using documentary information generated as partof communication activities as the object of modelling. This model, developed from a culturalmediation perspective, focuses on the tagging of interactions by rules and thecharacterization of interdependencies between officers, experts and users. The aim is tostudy the rules that frame the actions of these actors, namely those governing theircompliance, performance and identity. These are related, respectively, to the university'sidentity as an institution, an organization and a community, and refer to the online availabilityof recorded information reflecting, respectively, transparency and the exercise of power,organizational performance and community involvement A simple case study will be used to model recorded information management from an openperspective. The case study is represented by Université Laval, which has developed adigital transformation strategy to support its teaching, research and administrative activities,as well as its community services. Data collection aims to identify, through semi-structuredinterviews (individual and focus groups) and the selection of relevant documentationaccessible on the university's websites, the actors involved in recorded informationmanagement, their rules and the contexts influencing their application. It also aims to mapout the means of cultural mediation that could be put in place to encourage better applicationof these rules. These empirical data are complemented by those obtained through an onlinesurvey in order to identify these actors’ perceptions towards the management of thisrecorded information, the rules and constraints of their application, and the importance theyattach to cultural mediation.The results of this research contribute to the advancement of knowledge on the study ofrecorded information management in the current context of digital transformation, bydescribing the interactions between the actors involved. In practical terms, the modeldeveloped as a result of this research will serve as an opening project management tool foruniversities undergoing digital transformation. By mapping out the interactions between thevarious actors, it will help these establishments strike the right balance between the ambitions of openness and the constraints that surround it, while rationally stimulating theuse value of documentary information.
